2 Home Office guidance states that hospitality should not include  the provision of working lunches and refreshments that are offered as a normal courtesy to visitors or made available to facilitate the efficient management of meetings. ‘Does not normally include attendance at functions hosted by HM Government; ‘diplomatic’ functions in the UK or abroad, hosted by overseas governments; minor refreshments at meetings, receptions, conferences, and seminars; and offers of hospitality which were declined’
