Smart Infrastructure Pilots Programme
£1.5m Smart Infrastructure Pilots Programme funded councils to trial PAS 191 smart columns, boosting connectivity and services like CCTV, sensors and Wi-Fi
ճSmart Infrastructure Pilots Programme(“SIPP”) was a £1.5 millionprogrammeaimed at supporting local authoritiestoprocureand test “smart” multipurpose columns for mobile and wireless connectivity services, and other usessuch as CCTV and environmental monitoring sensors, which will help them make efficiency savings and increase connectivity for their local communities.
The programme launchedin June 2023 and closed August 2025.Six local authority-led projectswere funded as part of the programme.As aShared Outcomes Fundproject, funding was matched by smart service providers working with the participating local authorities.
SIPP built upon the learnings of theDigital Connectivity Infrastructure Acceleratorprogramme which developed new Publicly Available Standards (PAS)to help local authorities assess what type ofmultipurpose columns couldbestsupport their smart infrastructure requirements. SIPP focused on applying thefor multifunctional columnstotheprocurement ofsmart multipurpose columnsby local authorities.
PAS 191 multipurpose columns were successfully deployed in all6 pilot projectareas.Equipment to supportarange ofservices wasinstalled on the multipurpose columns, including4G,/5GandWi-Fi,CCTVcameras, air quality sensors, traffic monitoring sensors, advertisingscreensand audio speakers.
The programmedemonstratedthat the installation of PAS 191 multipurpose columnswould be the preferredoptionforstreet furniture(for example,instead ofinstallinganew,or replacing,astandard lamppost)in strategic locationswheremultipleservicesarerequiredand thereisdemand for connectivity services.
