Organised labour fraud happens when criminals set up labour supply chains to avoid paying VAT, Income Tax and National Insurance contributions. Many genuine businesses outsource parts of their employment arrangements. Fraudsters exploit these arrangements to commit tax fraud.

It can also harm workers if fraudsters steal their PAYE tax and National Insurance contributions. This may affect their employment rights and access to state benefits.
