Closure of the January 2026 National Rolling Open Market Review
Updated 10 June 2026
TheÌýJanuary 2026ÌýNational Rolling Open Market Review (NR OMR) ran fromÌý6 January 2026 to 6 February 2026.Ìý
Building Digital UK (BDUK)ÌýrequestedÌýthat suppliersÌýsubmitÌýtheir national broadband infrastructure plans,Ìýso as toÌýconfirm where gigabit-capable broadband infrastructure currently exists or is planned to be built in the UK over the next 3 years.Ìý
We have now completed evaluating all submissions received and issued formal responses to all suppliers whoÌýsubmittedÌýinformation over the course of this exercise; including the subsidy control classification treatment of their existing or planned qualifying broadband infrastructure.Ìý
Details on the classification system of Gigabit White, Grey, Black and Under Review andÌýmethodologyÌýcan be found in the section belowÌýBDUK Classifications and methodology for this National Rolling Open Market Review.
Further information on the NR OMR/Open Market Review (OMR)/Public Review (PR) process and how we reach our conclusions can be found inÌýourÌýSubsidy Control Guidance document.Ìý
1. Purpose of the National Rolling Open Market ReviewÌý
The purpose of the NR OMR, whichÌýoperatesÌýon a 4-monthly basis (January,ÌýMayÌýand September), is to ensure that BDUK has the most up to date information about suppliers’ existing and planned build over the next 3-year period.ÌýÌý
This supports better strategic planning and prioritisation of our procurement Intervention Areas (IAs), has streamlined theÌýpreviousÌý‘local’ OMR process and minimises the risk of BDUK intervening in an area that would disrupt existing commercial plans.Ìý
For further guidance on how BDUKÌý»å±ð³Ù±ð°ù³¾¾±²Ô±ð²õÌý´Ç³Ü°ù IAs for subsidy, please refer to Section 6 ‘Determining Intervention Areas’ ofÌýourÌýSubsidy Control Guidance document.Ìý
Data collected from the NR OMR is also used to informÌýGigaHubsÌýand Gigabit Voucher eligibility as well as support the development of other potential BDUK interventions.Ìý
2. BDUK classifications andÌýmethodologyÌýfor this National Rolling Open Market ReviewÌý
During the NR OMR, BDUK categorised premises as Gigabit White, Grey, Black or Under Review.Ìý
Subsidy control classifications are set out below:Ìý
-
White -ÌýindicatesÌýpremises with no gigabit network infrastructure and none is likely to be developed within 3 years [footnote 1]
-
Grey -ÌýindicatesÌýpremises where a single qualifying gigabit infrastructure from a single supplier is available, or is to be deployed within the coming 3 yearsÌý[footnote 1]
-
Black -ÌýindicatesÌýpremises with two or more qualifying gigabit infrastructures from different suppliers being available, or will be deployed within the coming 3 yearsÌý[footnote 1]
-
Under Review - indicates premises where suppliers have reported current or planned commercial broadband coverage, but where claimed current gigabit coverage has not been verified, or, in respect of planned build, where evaluators are confident that gigabit infrastructure will be delivered, but some risks to delivery remain, or there are some gaps in evidenceÌý
BDUK will only provide subsidy to target premises that have beenÌýdesignatedÌýas White. Premises which have beenÌýdesignatedÌýas Under Review may be included within the Deferred Scope of a procurement. Where this is the case, a further review will be undertaken to confirm whether they are Grey or White before they are released for build.Ìý
In accordance withÌýthe OMR/PR processes, supplier dataÌýsubmittedÌýduring the NR OMR has been mapped usingÌýa methodologyÌýthat protects commercially sensitive supplier data.ÌýÌý

3. Summary ofÌýJanuary 2026ÌýNational Rolling Open Market Review findings - premises eligibilityÌý
The outcome of theÌýJanuary 2026ÌýNR OMR is summarised in terms of Gigabit White, Grey, Black and Under Review postcodes and premises below which incorporates all regions acrossÌýEngland and WalesÌýonly.Ìý
| Premises classification | Number of premises |
|---|---|
| White | 2,990,617 |
| Under Review | 2,179,083 |
| Grey | 9,157,988 |
| Black | 16,726,869 |
| Total | 31,054,557 |
4. Differences between National Rolling Open Market Review and Public Review outcome classificationsÌý
Please note, the data held by BDUK following a PR is used to define IAs for procurements at a point in time.Ìý
Also, not all active suppliers opted to contribute to thisÌýJanuary 2026ÌýNR OMR process on this occasion.Ìý
Therefore, NR OMR data may differ from the outcome of a PR due to the point in time that the data was captured, or due to different suppliers providing responses.Ìý
IA eligibility is therefore defined using a combination of PR and NR OMR data (ieÌýwhere a supplier has not contributed to the NR OMR, the PR would be expected to take precedence).Ìý
The dataÌýsubmittedÌýto the NR OMR is processed in the same way as thatÌýsubmittedÌýtoÌýpreviousÌý‘local’ OMRs and is used for mapping categorisations of UPRNs. This willÌýgenerally beÌýfed into a PR process for new areas. However, If BDUK receives new data for UPRNs which have been the subject ofÌýa previousÌýPR determination, if it meets the evidential requirements, BDUK may use NR OMR data to update theÌýpreviousÌýareas by area PR determinations at our own discretion.Ìý
5. ÌýJanuary 2026ÌýNational Rolling Open Market Review ConclusionÌýÌý
For the purposes of theÌýJanuary 2026ÌýNR OMR, BDUK was pleased to extend the invitation to all suppliers toÌýsubmitÌýa response for consideration.Ìý
TheÌýUPRN-levelÌýJanuary 2026ÌýNR OMR outputsÌýwill beÌýprovided via 10 separateÌýzipÌýfiles geographically broken down byÌýregion and then further broken down by Local Authority DistrictÌý(LAD).Ìý
To access these files, please visit theÌýJanuary 2026ÌýNR OMRÌýviaÌýtheÌýOpen Market Review (OMR) determinations and BDUK plansÌýpage.ÌýIf the page is not yet available, please check back soon.
Please note, this is a change in approach since the January 2025 NR OMR, replacingÌýthe former postcode and UPRN-level outputs and maps with a single transparency data release, alignedÌýwith the NR OMR collections.Ìý
TheÌýregion outputs are split as follows:Ìý
- East MidlandsÌý
- East of EnglandÌý
- LondonÌý
- North EastÌý
- North WestÌý
- South EastÌý
- South WestÌý
- WalesÌý
- West MidlandsÌý
- Yorkshire and the HumberÌý
Please see theÌýProject GigabitÌýpageÌýfor further details on Project Gigabit, along withÌýProject Gigabit contractsÌýfor details of contracts awarded by BDUK.Ìý
BDUK is currently undertaking evaluation activities for the recently closedÌýMay 2026ÌýNR OMR with this process expected to conclude shortly.
The next iteration of the NR OMR is due to launchÌýinÌýSeptemberÌý2026.
