The Regulator of Social Housing has today聽(Wednesday 17 December)聽issued a C4聽consumer聽grading to Gosport聽Borough聽Council, meaning there are聽very serious聽failings聽and fundamental changes are needed.聽

During an inspection of the council, RSH 蹿辞耻苍诲:听听

• Over 900 overdue fire safety remedial actions, with some that have been overdue since 2012.聽

• Over 300 overdue electrical safety checks聽and over 100 category 2 electrical safety remedial actions, some of which have been outstanding for up to 7 years.听听

• A lack of聽accurate聽and up to date information on tenants鈥� homes, with聽a聽20% sample of stock condition surveys last carried out in 2012. A聽third of its properties have no survey on record.聽

• It has not used the Housing Health and Safety Rating System (HHSRS) to assess potential hazards in tenants鈥� homes.聽

• No planned improvement programme in place since 2023.聽

• Serious failings in the council鈥檚 understanding of the diverse needs of its tenants.聽

• A lack of assurance on the handling of complaints by its聽repairs聽contractor.聽

• Serious failings in聽how it works聽to deter and tackle anti-social behaviour and hate incidents.听听

While Gosport BC鈥痟as聽demonstrated聽a willingness to resolve these issues, RSH found limited evidence that it fully understands the scale and breadth of the issues聽due to poor monitoring,听and limited evidence that it has the capability to effectively address them.听听聽

Separately,听Great Places had its consumer grading upgraded to C1, after it addressed weaknesses in聽its聽聽oversight聽of health and safety risks聽and improved its understanding of the condition of its homes.听听聽

Great Places also made changes to the way tenants can engage with the repairs service, having聽identified聽that this was a significant cause of complaints.听听

Sparrow Shared Ownership Limited聽received聽C1/G1/V1* gradings following an inspection.听听

Regulatory notices聽were removed聽for the聽Eldonian Community Based Housing Association鈥�,听Haringey Council聽and the聽Joseph Rowntree Housing Trust, after聽RSH concluded that聽all three聽landlords had addressed the issues聽previously聽identified.聽

RSH also聽published聽annual stability check聽outcomes for聽52聽landlords.聽

Aster Group Limited, Castles & Coasts Housing Association Limited, and Soha Housing Limited were regraded from V1 to V2, while Prima Housing Group Limited聽was regraded from V2 to V1.听听

The rest聽retained聽their current governance and viability gradings.

1. On 1 April 2024 RSH introduced new聽consumer standards聽for social housing landlords, designed to drive long-term improvements in the sector. It also began a programme of landlord inspections. The changes are a result of the Social Housing Regulation Act 2023 and include stronger powers to hold landlords to account. 3. RSH promotes聽a viable,听efficient聽and well-governed social housing sector able to deliver more and better social homes. It does this by setting standards and carrying out robust regulation focusing on driving improvement in social landlords, including local authorities, and ensuring that housing associations are well-governed, financially聽viable聽and offer value for money. It takes聽appropriate action聽if the outcomes of the standards are not being delivered.聽
