Insolvency Service encouraging customers to claim debt relief order refund if they paid the fee but didn’t submit their application
People who paid a debt relief order fee before April 2024 but did not complete their application are being offered refunds by the Insolvency Service.

The Insolvency Service is trying to refundÌý£500,000 toÌýcustomersÌýwhoÌýpaid a fee forÌýa debt relief order (DRO) but did notÌýsubmitÌýtheir application.ÌýÌý
ThousandsÌýof people areÌýdue a refund after the Government scrapped theÌý£90 applicationÌýfeeÌýfor DROsÌýin April 2024 to make things easier for those struggling with debt.ÌýÌý
A DRO is an alternative to bankruptcy, allowing people to make a fresh start if they have less than £50,000 of personal debt.ÌýApplicationsÌýfor DROs are made through authorisedÌýdebt advisers or charities.Ìý
The agency is trying to refundÌýmoney toÌýindividuals who paid towardsÌýanÌýincomplete application going back toÌý2016ÌýandÌýis encouraging customersÌýtoÌýsubmitÌýtheir claimsÌýbefore the end ofÌýMarch 2026.Ìý
Letters were sent to eligible customers in March,ÌýMay,Ìýand November last year,Ìýbut much of the moneyÌýremainsÌýunclaimed.ÌýÌý
Caroline Shanahan, senior leader in the Personal Insolvency Team at the Insolvency Service, said:ÌýÌý
We’veÌýtried to contact customers due a refund, but very few have come back to us. We know someÌýpeopleÌýmay have moved or changed their contact details since their application –Ìýwhich makes it tricky for us to contact them. ButÌýtheyÌýcanÌýstill apply for a refund if they paid towards aÌýDRO applicationÌýthat was notÌýsubmitted, they just need to get in touch and let us know.Ìý
We’re hoping to get as many refunds processed as possible before the end of March 2026, so if you think you are owed a refund, please do get in touch.
Refunds are available as customersÌýmay have paid the fee and started an application but then chosen not toÌýsubmitÌýit orÌýstarted the application but thenÌýopted for a different debt solution.Ìý
Up until April 2024, payments were made by the individual as part of the application process, either in full or in instalments.ÌýSomeÌýcustomers will be due a straight £90 refund for the fee, while others may beÌýowed more or less, dependingÌýon whether they paid in full, or made multiple incomplete applications.ÌýÌý
