PackUK advisory group members appointed and Chairs confirmed
PackUK has recently appointed members to the Scheme Administrator Steering Group, completing the appointment of all 4 of its key advisory groups.
Independent Chairs have also听now听been selected听and听appointed听for听all 4 groups.听
These voluntary advisory groups will support the continued development and delivery of the Extended Producer Responsibility for packaging scheme (pEPR). They play听an important role听in shaping the UK鈥檚 packaging waste reforms. These groups are:听
- Scheme Administrator Steering Group
- Recyclability Assessment Methodology Technical Advisory Committee
- Efficiency and Effectiveness Technical Advisory Committee
- Communications and Behaviour Change Advisory Group
While not decision-making bodies, each group鈥檚 membership brings a diverse and valuable range of operational and policy听expertise听from both the public and private sectors. Their collective insights will serve as a trusted and credible source of advice to inform听PackUK鈥檚听decision-making processes.听
PackUK听is committed to working with specialists from across the packaging value chain to help guide it in its听work,听and听welcomes each of the successful applicants and their future contributions.听

Over the summer,听PackUK听issued a call for expressions of interest to听Chair and join as a member of the Steering Group. Following an extensive and fair selection process, which included independent industry panel members,听PackUK听would like to听sincerely thank听all those who听submitted听applications for their interest, time, and patience.听
Scheme Administrator Steering Group听听
The Scheme Administrator Steering Group plays a key role in supporting this close working relationship and brings together skilled professionals from across the packaging value chain who are passionate about recycling and environmental sustainability.鈥疘t听replaces the Interim听Scheme Administrator Steering Group, which met听until June 2025.听
The Steering Group provides valuable perspectives and recommendations to the Scheme Administrator Executive Committee (SA听ExCo) on the operational functions of the Scheme Administrator, supporting it to:鈥��
- deliver a system that creates maximum environmental benefits through knowledge sharing and collaboration
- deliver maximum efficiency and effectiveness of the collection and packaging system听

With听the exemption of听the local authority representatives, all individuals听are听appointed as听individuals, rather听than听on behalf of听businesses or organisations.听

Sebastian Munden has been appointed Chair of the Steering Group.听

Technical advisory group Chairs听
Emma Wilkinson has been elected Chair of the听Recyclability Assessment Methodology Technical Advisory Committee (RAM TAC).听
Cathy Cook has been elected听Chair of the听Efficiency and Effectiveness Technical Advisory Committee (E&E TAC).听
Paul Vanston has been听elected听Chair of the听Communications and Behaviour Change Advisory Group (CBCAG).听
Membership tenure听
Each advisory group will meet quarterly.听
Membership tenures听of one,听2, or听3听years听have been randomly听allocated听for the first year,听to allow for regular refreshes while听maintaining听continuity. There will therefore be opportunities to re-apply for membership of these advisory groups on an annual basis.听All future appointments will be for a听three-year听tenure.听
