Planning appeal submission changes coming soon

The Planning Inspectorate is making important changes to how planning appeals are submitted, with certain appeals needing to be made via the Appeal a planning decision service.

Submit your appeal online – dates for your diaryĀ 

  • From 1 December 2025 – youĀ will no longerĀ be able toĀ request,Ā and we willĀ cease issuing,Ā paperĀ planningĀ appealĀ formsĀ 

  • From 1Ā AprilĀ 2026 – paper appeal forms will no longer be accepted by the Planning Inspectorate.Ā Instead, planning appeals must beĀ submittedĀ via theĀ Appeal a planning decisionĢż²õ±š°ł±¹¾±³¦±š.ĢżĢżĢż

Only planning appeals currently in scopeĀ 

TheĀ changesĀ are onlyĀ currentlyĀ applicable toĀ the following types of appeals:Ā 

  • ±į“dzܲõ±š³ó“DZō»å±š°łĢż²¹±č±č±š²¹±ō²õĢż

  • Section 78 (fullĀ planning)Ā appealsĀ 

  • Section 20Ā (listedĀ buildingĀ and conservation areas)Ā appealsĀ 

Other types of appealsĀ are currently out of scope andĀ submission shouldĀ beĀ madeĀ via theĀ Ā orĀ byĀ post usingĀ a paper form.Ā 

Over the coming months, other appeal types will be moving to the new digital service making it easier for all users toĀ participateĀ in the appeal process.Ā 

WhyĀ we’reĀ going digital-onlyĀ 

Moving to a fully digital service supports our commitment to delivering a faster, more consistent, and transparent process for all users. Digital submissions are processed more quickly because the system guides users through each step, reducing errors and validation delays. This means appeals can be registered and processed sooner.Ā 

The change also allows us to focus our resources on providing direct support toĀ customersĀ ratherĀ than handling paper correspondence,Ā ultimately improvingĀ the service we can offer.Ā 

Digital by default, but with support availableĀ 

We recognise that not everyone finds it easy toĀ submitĀ appeals online. If you need help completing a planning appeal digitally, several support options are available:Ā 

  • Telephone guidance: Our Customer Service Team advisors can provide guidance over the phone. During busy periods, they may need to arrange to call you back.Ā 

  • PersonalĀ support networks: Friends or family members can help youĀ submitĀ your appeal online.Ā 

  • ProfessionalĀ assistance: You can employ a planning agent – such as a planning consultant or architect – to complete andĀ submitĀ your appeal on your behalf. Agents can handle all aspects of the appeal process, including uploading documents and managing correspondence with the Planning Inspectorate.Ā 

  • Community resources: Local libraries typically provide computer and internet access if youĀ don’tĀ have these at home.Ā 

  • Citizens Advice: CanĀ provideĀ general guidance on the appeals process.Ā 

New correspondence addressĀ 

Also from 1 December 2025, we will be updating our published address for customer correspondence. The new address will be available on our °Ēøē³Ō¹Ļ page and will help ensure all mail reaches us efficiently.Ā
