Procurement at the Planning Inspectorate

The Planning Inspectorate鈥檚 procurement team is responsible for all procurement for the organisation. Working in partnership with internal stakeholders and our supply chains, we ensure that we have the goods and services needed to deliver our strategic priorities and business plan.
What we buy
The Inspectorate spends around听拢25m each year听across a range of products and services.听
Approximately听64% of听our听spend is channelled through听Government Commercial Agency听frameworks and 14% through public bodies for services provided by them.听57% of our spend is paid to micro,听small听and medium enterprises.听
For every 拢10 of our spend: 鈥�5听is听spent on digital goods and services, 拢1 on contingent labour, 89p on travel, 84p on legal advice and 68p on Planning Appeal Decision Suppliers.听
How we buy听
We ensure equal and fair treatment of suppliers, allowing participation in a competitive procurement process.听听
Our preference, after relevant due diligence, is to make full use of the听Government Commercial听Agency听(or other) framework agreements. More information about the听Government Commercial Agency, its frameworks and how to become a supplier can be found on the听.听听
When an existing framework does not meet our needs, we听procure听contracts听in accordance with听the Procurement Act 2023.听听

Contract and supplier relationship management听
Once a contract has been awarded,听a听Contract Manager in the relevant business area听is听responsible听for听ensuring effective delivery of the contract听via effective relationships with suppliers,听achieving听value for money over the duration of the contract.听 Our Contract Management Framework ensures a proportionate, consistent听and effective approach to contract management.听
Planning Appeal Decision Suppliers听
We contract with 3rd party suppliers who make planning decisions. We refer to them as Planning Appeal Decisions Suppliers or PADS for short.听
Work is offered on a case-by-case basis through a Dynamic Purchasing System (DPS).鈥� Being a PADS is a fantastic opportunity to work at the heart of our organisation, with the flexibility to choose when you work for us, often alongside other work commitments.鈥� We are always keen to hear from anyone who wishes to join the DPS to become a PADS.听
