Andy Brittain

Biography

Andy Brittain was appointed interim Chief Executive of the Government Internal Audit Agency (GIAA) on 1 May 2026.

He was previously Director General for Finance and Group Operations at the Department of Health and Social Care (DHSC) between August 2021 to November 2025, having joined that department in August 2020.

His other previous roles include:

  • Finance and Programme Director for the Defence Nuclear Organisation
  • Finance Director for the Royal Air Force
  • Project Director for Rail Franchise Competition at the Department for Transport

Interim Chief Executive

The Chief Executive is responsible for the leadership and management of the GIAA and setting its strategic direction, in consultation with an advisory Board, and is head of the government internal audit function.

The Chief Executive is also the GIAA’s Accounting Officer, and is personally responsible for safeguarding public funds used by the Agency.

As the GIAA operates as an executive agency of HM Treasury, the Chief Executive’s financial and commercial responsibilities are delegated to them from HM Treasury’s Principal Accounting Officer. HM Treasury’s responsible Minister is also accountable to Parliament for all matters concerning the GIAA.

Providing services to most of the main government departments and over 130 of their arm’s length bodies, the Chief Executive has stewardship of the Agency’s vision to provide objective insight that supports government to achieve better outcomes and value for money – ‘better insights, better outcomes’.
