Richard Cawdron

Biography

Richard began his legal career in private practice before joining Gloucestershire County Council, where he completed his qualification and became Assistant County Solicitor.

He later joined Gloucestershire Constabulary, where he established its legal department, before moving to the Civil Nuclear Constabulary (CNC) shortly after its separation from UK Atomic Energy Authority (UKAEA) Constabulary in 2005 to create its legal team. Since then, his role has broadened significantly to encompass corporate governance, assurance and legal services, and he now leads the Directorate as Assistant Chief Officer.

Richard also holds the post of Senior Information Risk Owner (SIRO) which makes him accountable and responsible for information risk across CNC.

Richard has a degree in Law (LLB), an MA in Public Services Management and a Masters (LLM) in Employment Law.

Assistant Chief Officer

The post of Assistant Chief Officer oversees Governance and Enabling Services, encompassing a range of support functions that are essential to enabling CNC frontline officers to carry out their vital role in protecting critical national infrastructure. The post holder is responsible for a broad portfolio of departments that provide key support services across the CNC.

Specifically, the Assistant Chief Officer oversees:

  • Strategic leadership of Governance and Enabling Services, ensuring corporate priorities are translated into effective delivery plans that support frontline policing and the protection of critical national infrastructure
  • Governance, Risk and Assurance, including oversight of the Civil Nuclear Police Authority (CNPA) committees and Chief’s Management groups, together with portfolio assurance for programmes and projects via the Constabulary Change & Investment Board, Strategy Planning, Performance & Risk Group, Audit, Risk and Finance Committee
  • Information Governance, including Data Protection, Freedom of Information and associated requirements through the ​​​​​​​​​​​​​​​​​​​​​​Information Risk Group (IRG) and Information Governance Committee (IGC) reporting to the Senior Information Risk Owner (SIRO)
  • Legal Services, including oversight of claims and tribunals and the provision of professional legal advice
  • Financial, resource and organisational oversight across enabling services, ensuring value for money, effective risk management, statutory compliance and the provision of support services essential to operational delivery.
