Local authorities remain responsible for managing their local road networks. Where they plan to make changes, they should carry out thorough public consultation. Active Travel England’s guidance on community engagement gives advice on this.

As this is technical guidance, it is not subject to public consultation but is published here alongside the report of the LTN review to aid transparency and understanding of policy making.
