This guidance offers a simple, internationally tested quality assurance process designed to improve the quality of infrastructure business cases and bring them up to the standards required by international lenders. By a series of checks, at key stages of a project’s development weaknesses can be identified and improvements made, so that by the time the project comes to market, both the Government itself and prospective lenders can have confidence that it has been properly developed and is deliverable.

These checks are known as Gateway Reviews and this Guidance explains how they can be performed.

They may be used by any country around the world (irrespective of its legal or governmental system) and for infrastructure projects of any type at both central government level and local or regional level. They are commonly mandated for use where central government money is used but may also be used voluntarily where local government or international funding is used. The Gateway process is versatile and can be applied to both projects and programmes.
