Guidance on removal of additional qualifications approved for public funding: post-16 level 2 and 3

Background Ìý
We will introduce the first tranche of new V levels and reformed level 2 qualifications from 1 August 2027. From this date, public funding approval for 16 to 19 year olds will be withdrawn from legacy vocational and technical qualifications with fewer than 1080 guided learning hours in the following areas:
- level 3 digital
- level 3 accounting and finance
- levels 2 and 3 child development and well-being, teaching and lecturing, and direct learning support sectors
This is in addition to the qualifications with 1080 and aboveÌýguided learning hours in T level areas that were published in March 2026 andÌýwill have funding approval removed from 1 August 2027.
We will not remove hospitality and catering qualifications from public funding approval in 2027 to 2028. This is becauseÌýthe new level 2 qualifications in hospitality andÌýcateringÌýare beingÌýintroduced inÌýdifferent tranches. The occupational certificate will be available in 2027 to 2028. The foundation certificateÌýisÌýplanned forÌýdevelopmentÌýinÌý2029 to 2030.ÌýÌý
Funding for adult qualifications is not affected by this process.Ìý
What this guidance covers

- how to submit an appeal and notify us if you believe a qualification meets the criteria set out in the guidance
ThisÌýguidance is for awarding organisations and will expire onÌý31ÌýJulyÌý2026.
Scope for funding removal for tranche 1Ìý
We define a qualification to be one that is listed onÌýtheÌýOffice of Qualifications and Examinations Regulation’sÌý(Ofqual)ÌýRegister of Regulated QualificationsÌýwith a unique qualification number (QAN) and Quality Assurance Agency for Higher Education (QAA) regulated.Ìý
QualificationsÌýareÌýin scope to be considered for funding removal from 1ÌýAugust 2027 as part of this process:
- if they were approved for funding for 16 to 19 year oldsÌýforÌýall or some of the academic year 2026 to 2027
- areÌýat levels 1 and 2, 2 or 3ÌýandÌýcoverÌýall qualification types except T level qualifications
- are GCSE qualificationsÌýandÌýA and AS level qualifications
QualificationsÌýareÌýout of scope of this process if they:
- areÌýatÌýlevels 1 and below or 4 and above
- have been withdrawn by awarding organisations
- are only funded for adult learners
- are theÌý33 qualifications with 1080 guided learning hours and above where funding will be removed from 1 August 2027
Criteria for funding removalÌý
ToÌýidentifyÌýqualificationsÌýforÌýremovalÌýofÌýfundingÌýfor ‘new starts’ for 16 to 19 learnersÌýfrom 1 ÌýAugust 2027 we mapped the routesÌýthatÌýwill be reformed in 2027 to 2028Ìý(except for hospitality and catering)ÌýagainstÌýsector subject areas (SSAs).ÌýThis analysisÌýisÌýbased on Skills England’s mapping ofÌýSSA codes toÌýapprenticeshipsÌý(snapshot takenÌý1ÌýFebruary 2026).Ìý
Where foundation certificates and occupational certificates at level 2 are split across multiple tranches of the reforms,ÌýasÌýin the case of hospitality and catering,Ìýthese routesÌýwillÌýhave funding removedÌýonce both types of qualificationÌýareÌýdeveloped at level 2.Ìý

We excludedÌýaÌýnumber ofÌýsubject areas from funding removal in 2027 due to the need for further consideration. This includes:Ìý
- enrichment qualifications, for example,Ìýinformation adviceÌýandÌýguidance, paediatric first aidÌý
- youth work and youth support workÌýÌý
- additionalÌýspecialist qualifications,Ìýfor exampleÌýspecial educational needs,Ìýspecific learning difficulties and dyslexia awarenessÌý
Criteria for notificationsÌý
You canÌýsubmitÌýa notification for qualifications which areÌýdue to have funding approval removed from 1ÌýAugust 2027Ìýas a result ofÌýthis process.ÌýÌý
If your qualification has not had funding extended for another reason, for instance because it is no longer operational orÌýfollowing funding removal published in MarchÌý2026,Ìýwe will notÌýaccept notificationsÌýas part of this process.ÌýÌý
You canÌýsubmitÌýa notification, if one or more of the following criteria are met. The criteria are that:
- we have made a technical errorÌýbyÌýidentifying your qualificationÌýisÌýin an incorrect SSAÌý(and not recognised as full and relevant in the case of early years) orÌýat the wrong level or because your qualification more closely maps to an occupational route out of scope for funding removal from 1 August 2027ÌýÌý
- your qualification is niche based onÌýthe criteria set out in the Notifying usÌýof a nicheÌýqualificationÌýsection
ThisÌýsection explainsÌýthese criteria and the evidenceÌýrequiredÌýto support your notification.Ìý
Please make sure thatÌýanyÌýevidenceÌýsubmittedÌýis specific to the qualification andÌýwhichÌýcriteria you areÌýnotifying usÌýagainstÌýwhereÌýfunding approval for the qualification shouldÌýnotÌýbe removed.Ìý
NotifyingÌýusÌýof a technical errorÌýÌý
You canÌýnotify usÌýif:Ìý

an incorrect qualification type or level has been used to assess your qualificationÌý
- an incorrectÌýsector subject areaÌýassignmentÌýhas beenÌýused to assess your qualification,Ìýwith the exception ofÌýearly years qualifications which areÌýdeemedÌýby DfE as full and relevant and which haveÌýhad funding removedÌýregardless of SSA assignment
- the sector subject area used was correct,Ìýbut your qualificationÌýalignsÌýmore closelyÌýto a differentÌýÌýto the ones in scope ofÌýfunding removalÌýfrom 1ÌýAugustÌý2027Ìý
What you need toÌýdoÌý
If you want toÌýnotify usÌýof an incorrect qualification type,ÌýlevelÌýor SSA you mustÌýdemonstrateÌýthat the qualification was regulatedÌýonÌýOfqual’s Register of RegulatedÌýQualifications or QAA regulated at a different Level, SSA or qualification type to the one assessedÌýonÌý27ÌýFebruary 2026.Ìý
If you want toÌýnotify usÌýof your qualificationÌýaligning to a route that is not in scope of having funding removal in 2027,Ìýyou must send usÌýas a minimum:Ìý

theÌýcurrentÌýqualification specificationÌýfor your qualificationÌý

mappingÌýof your qualification contentÌýagainst the routeÌýin which the qualification was removed from fundingÌý

mapping of your qualificationÌýcontentÌýagainstÌýtheÌýÌýyouÌýconsider to be mostÌýappropriate forÌýyour qualificationÌýÌý
This evidence should show conclusively that your qualification aligns with the route not in scope for funding removal from 1 August 2027, rather than the route to which we have assigned your qualification.
Notifying usÌýof a nicheÌýqualificationÌýÌý
You canÌýnotify usÌýif yourÌýqualificationÌýaddresses aÌýnicheÌýskills need atÌýan appropriate level,ÌýisÌýsuitable for 16 to 19 learners,ÌýandÌýis not covered by an apprenticeshipÌýor any reformed qualification(s).Ìý
What you need to doÌý
If you want toÌýnotify usÌýof a niche qualification,Ìýyou must send usÌýclear evidenceÌýthat showsÌýtheÌýcontent of your qualificationÌýagainstÌýall the criteriaÌýset out below. The niche qualification:

provides service to support a specificÌýlocal or nationalÌýskills pipeline. (This should beÌýevidencedÌýthrough confirmation from an external sector body of skills body)

willÌýnotÌýbeÌýcoveredÌýthroughÌýanyÌýqualifications which will be available in the academic year 2027 to 2028, such as T levels, V levels, occupational certificates orÌýfoundation certificatesÌý

is not covered by an apprenticeshipÌý
-
is not covered by an occupational standard at a different level to the level of the qualificationÌý
The content should also be suitable for 16 to 19Ìýlearners.
You should also include a current specification of yourÌýqualification.Ìý
Submitting anÌýappealÌý
You mustÌýnotify usÌýbyÌý5pm onÌý22ÌýJuneÌý2026,Ìýif you believe a qualification meets the criteria set out in the guidance.ÌýÌý
We will be accepting notifications throughÌýthe newÌýQualification Funding and Approval Service Tool (QFAST).ÌýIf you have not used the system before you may have toÌýtakeÌýadditionalÌýsteps to set up access.ÌýPlease ensure you take these steps early in theÌýprocess.ÌýÌý

- accept late submission of forms,ÌýevidenceÌýor other supporting informationÌý

Assessing notificationsÌýÌý
We will review the notifications youÌýsubmitÌýagainst theÌýcriteriaÌýset out in this guidance. If theÌýqualification(s)Ìýmeet the criteria, your qualification willÌýbeÌýretainedÌýin 2027 to 2028.Ìý
As part of the assessment of the notifications, we may alsoÌýseekÌýfurther external adviceÌýregardingÌýqualifications, if we need to. This could be from anÌýexternal body.ÌýWe willÌýnotify youÌýof the outcomeÌýinÌýJulyÌý2026.ÌýÌý
