Annex C provides a DCF9 form that can be used to make complaints within the immigration detention estate.

This form is for complaints within the immigration detention estate, including during escort. Separate guidance covers wider Home Office complaints management procedures (UK Visas and Immigration, Immigration Enforcement, Border Force).
