Sprat fisheries management plan (FMP): what happens next

North Sea and Channel sprat are an important prey species within the ecosystem.Ìý°Õ³ó±ðÌýspratÌýFMPÌýwas developed to ensureÌýcontinuedÌýsustainableÌýfishingÌýfor spratÌýandÌýsupport longerÌýterm economic growth and ecological sustainability.Ìý

Sprat stocks covered by theÌýFMP are currentlyÌýbeingÌýfished within sustainable limits in English and Scottish waters.Ìý°Õ³ó±ðÌýFMPÌýwillÌýthereforeÌýmaintainÌýthe current sustainable management of sprat fisheries.Ìý

Fishing activity has significantly declined in recent years. The FMP:Ìý

  • considersÌýhow domestic fishing opportunities for sprat may beÌýimprovedÌý

  • highlightsÌýkey research areasÌýfor considerationÌýto inform future management.Ìý

°Õ³ó±ðÌýFMP has developed 5 policy goals where action will be taken.ÌýÌý

Policy goalÌý1:Ìýharvest sprat stocks sustainablyÌýwith biomassesÌýmaintainedÌýabove the level capable of producing MSYÌý

We will continue toÌýsupport harvestingÌýofÌýsprat stocks sustainably by:ÌýÌý

  • determiningÌýfishing opportunitiesÌýusingÌýthe best available scientific adviceÌý

  • workingÌýwith coastalÌýState partnersÌýtoÌýmaintainÌýsustainable harvesting through international negotiationsÌý

Policy goal 2:ÌýidentifyÌýandÌýaddressÌýevidence gapsÌýandÌýimprove stock assessmentsÌýÌý

InÌýtheÌýnext 1 to 2 years,Ìýwe willÌýidentifyÌýwhich factorsÌýinÌýcurrent stock assessments have the greatest influenceÌýor certainty.ÌýÌýÌý

In the nextÌý2 yearsÌýandÌýonwardsÌýwe will:ÌýÌý

  • develop a research plan to fill evidence or data gapsÌýrequiredÌýfor improved stock assessmentsÌýÌý

  • explore alternatives to single-species models, includingÌýmultispecies or ecosystem modelsÌý

Policy goalÌý3:ÌýidentifyÌýecosystem-based fisheries management approaches appropriate to sprat fisheries

ToÌýidentifyÌýecosystem-basedÌýfisheries management approaches for sprat,ÌýinÌýtheÌýnext 1 to 2 yearsÌýwe will:ÌýÌý

  • produce a report on the ecosystem role of spratÌýÌý

  • support participation in fishery-science partnership schemesÌýÌý

In the next 2 yearsÌýandÌýonwardsÌýwe will:Ìý

  • considerÌýadditionalÌýtargeted evidence collectionÌý

  • research using an ecosystem-based approach for managing spratÌýÌý

  • consider future policy toÌýtackle impacts onÌýtheÌýdesignated features of MarineÌýProtectedÌýAreasÌý(MPAs)Ìýand wider seasÌýby sprat fisheriesÌý

Policy goalÌý4: deliver a frameworkÌýto support theÌýroleÌýof theÌýFMP in realising sustainable fisheriesÌýÌý

We willÌýdeliver a frameworkÌýtoÌýsupport the role of the FMP in realising sustainable marine economies.ÌýÌý

In the next 1 to 2Ìýyears,ÌýweÌýwill:Ìý

  • conduct an economic feasibility assessment,ÌýincludingÌýidentification ofÌýmarket barriersÌý

  • review technical measures for sprat fisheries andÌýconsiderÌýmodificationsÌý

  • consider a pilot fishery for drift-nettingÌýin the ChannelÌýat a smaller mesh sizeÌý

In the next 2 years and onwardsÌýwe willÌýconsider adaptingÌýtheÌýFMPÌýsupported by new evidence, or when new orÌýimproved measures are developed.ÌýÌý

Policy goalÌý5: develop strategiesÌýto adapt to the impact of climate change on sprat fisheries

InÌýtheÌýnext 1 to 2 years,Ìýwe will:ÌýÌýÌýÌý

  • striveÌýto ensureÌýfisheriesÌýresearchÌýon climate changeÌýconsidersÌýimpacts onÌýspratÌýfisheries,Ìýand their links within the wider ecosystemÌýÌý

  • explore how best toÌýmaintainÌýcollaboration across government, industry, and academiaÌýonÌýinitiatives to reduce environmental impacts of sprat fisheriesÌý

In the next 2 years andÌýonwards we will:ÌýÌý

  • consider collaborative studies that explore the impacts of sprat fisheries on the marine environment, shouldÌýUKÌýfishing effortÌýincrease in the futureÌý

  • exploreÌýusingÌýecosystem-based fisheries management approaches that are robust to the effects of climate variability
