The Secretary of State, Emma Reynolds鈥� decision as Justifying Authority, that the Rolls-Royce Small Modular Reactor (SMR) designed by Rolls-Royce SMR Limited should be justified under .

The decision takes into account responses to the , open from 6 October to 1 December 2025, and the views of statutory consultees.聽

Secondary legislation giving effect to the justification decision will need to be approved by a resolution of each House of Parliament.
