27 January 2026: Outbreak of bluetongue virus in Ireland

1. PurposeÌý

To inform youÌýof newÌýimport restrictions on importsÌýof liveÌýruminantsÌýfromÌýRepublic ofÌýIrelandÌýdue toÌýan outbreakÌýof Bluetongue Virus (BTV).Ìý

2. BackgroundÌý

Republic ofÌýIrelandÌýhas reportedÌýan outbreakÌýof BTV-3 in cattle to WOAH, which wasÌýconfirmedÌýonÌý23 January 2026Ìý().ÌýAs a result,ÌýRepublic ofÌýIrelandÌýhas lost its BTV-free status.Ìý

In response to the outbreak, the UK Office for SPS Trade Assurance updated itsÌýÌýlist onÌý27ÌýJanuary 2026Ìýto apply Supplementary Guarantee ‘A’ to the entry forÌýRepublic ofÌýIreland. This guarantee requires all live ruminants exported to GB fromÌýRepublic ofÌýIrelandÌýto be vaccinated againstÌýallÌýserotype/s of BTV circulating in the country.Ìý

However,ÌýBTV-3 vaccines authorised for use in the EU cannot currently be used for trade due to the lack of information on the duration of immunity of the vaccine,Ìýmeaning they cannotÌýcomply withÌýthe relevant part of the certificate. Consequently, imports of live ruminants fromÌýRepublic ofÌýIrelandÌýcannot be certifiedÌýfor export to Great Britain.ÌýÌý

In addition to the above, the loss of BTV-free status forÌýIrelandÌýmeans thatÌýimports of ruminant germinal productsÌýfromÌýRepublic ofÌýIrelandÌýare now required toÌýcomply withÌýthe relevant testing requirements for BTV as set out in relevant health certificatesÌýand in Appendix 2 of theÌý.Ìý
