This public notice instructs HMRC to register the importation of certain excavators from China. The ‘goods’ it relates to are described under the heading ‘Goods subject to registration’ below.

Absorption review

As provided for under , on 30 March 2026, the Trade Remedies Authority (TRA) initiated an absorption review in relation to those goods from China as described below. The TRA will maintain a public file in relation to this review and update it as it progresses. The TRA can be contacted at AR0089@traderemedies.gov.uk.

Upon receipt of the TRA’s final determination, should it recommend a variation of the anti-dumping duties, the Secretary of State may, as provided for under , determine that the date from which any variation has effect is any date from the publication of this notice.

Registration of the goods

This public notice gives effect to the Secretary of State’s decision to record the imports of the goods to facilitate an absorption review as described below.

Goods subject to registration

The goods that will be registered are as follows:

• self-propelled track-laying (tracked) excavators with a 360-degree revolving superstructure and with an operating weight of 11,000kg (11 tonnes) or more, but less than 80,000kg (80 tonnes) from China.

Imposition date

This public notice takes effect, and the registration of the goods applies, from 16 July 2026. 

Expiration date

The requirement to register the goods given effect by this public notice ceases to have effect on the date that the investigation terminates.
