Bulletin: BDUK delivery performance, quarterly: October 2025 to Dec 2025

1. About this releaseÌý

This quarterly statistics report presents how many premises in the United Kingdom have received a gigabit-capable broadband connectionÌýas a result ofÌýBDUK subsidy. The figures cover premises that received gigabit-capable coverage through Building Digital UK (BDUK) subsidyÌýover the lastÌýquarter,Ìýbetween 1ÌýOctoberÌý2025Ìýand 31ÌýDecemberÌý2025.ÌýÌýThis publication includes updates to previously reported delivery figures. Full details of these changes are provided in Section 4.2.Ìý

BDUK has improved its workflow processes, enabling us to report on quarterly delivery with a shorter lag.ÌýFrom this point forward, each release will include data for a singleÌýnewÌýquarter, alongside cumulative totals.Ìý

2. Headline findingsÌý

  • We estimate that BDUK interventions deliveredÌý56,000Ìýpremises with gigabit-capable coverage between 1ÌýOctoberÌý2025Ìýand 31 DecemberÌý2025Ìý(Q3Ìý2025/26).ÌýÌý

  • A cumulative estimate ofÌý1,373,800ÌýpremisesÌýhaveÌýreceived gigabit-capable coverage by BDUK’s gigabit programmes since their inception.ÌýÌýÌý

  • Of the premises delivered by BDUK between 1ÌýOctoberÌý2025Ìýand 31ÌýDecemberÌý2025:Ìý

    • 75% (41,830) were delivered underÌýGigabit contracts, orÌýGovernment Infrastructure Subsidy (GIS)Ìý
    • 18% (10,150) were delivered by vouchersÌý
    • 7% (4,050) were delivered by Superfast & HubsÌý
  • 90% (50,200) of the premises delivered between 1ÌýOctoberÌý2025Ìýand 31ÌýDecember 2025Ìýwere classified as residential premises andÌý10% (5,400)Ìýwere classified as commercial premises.ÌýÌý

  • The highest deliveryÌýbetween 1ÌýOctoberÌý2025Ìýand 31 December 2025Ìýwas in England (80%,Ìý45,100Ìýpremises), followed by Scotland (11%,Ìý6,200Ìýpremises), Wales (9%,Ìý4,800Ìýpremises), and Northern Ireland (< 50Ìýpremises)Ìý

  • Yorkshire and the Humber had the highest deliveryÌýbetweenÌý1ÌýOctoberÌý2025Ìýand 31 December 2025Ìýamong English regions (19% of England,Ìý8,700), followed by the EastÌýof EnglandÌý(18%,Ìý8,100) and theÌýNorth WestÌý(17%,Ìý7,700).Ìý

4.2 Changes fromÌýpreviousÌýreleasesÌý

This is BDUK’sÌýthirdÌýofficial quarterly statistics publication, covering delivery performance fromÌýOctoberÌýtoÌýDecemberÌý2025, and revising earlier time series. These figuresÌýbuildÌýon those published in theÌýBDUK delivery performance, quarterly: April 2025 to Sept 2025 - °Ç¸ç³Ô¹Ï.Ìý

BDUK updates its historical time series with each release to reflect improved supplier reporting. Revisions may alter the original delivery date or correct the number of premises passed.ÌýÌý

Key revisionsÌý

  • Superfast delivery: A total ofÌý5,570ÌýadditionalÌýpremisesÌýhaveÌýbeen incorporated into the figures reported to 30 September 2025 (total reported in BDUK delivery performance, quarterly: April 2025 to Sept 2025,Ìý801,840). This change is primarily attributable to the Scottish Government andÌýNorth Devon (South West)Ìýcontracts, now approaching closure. As part of suppliers’ data consolidation processes, historic figures have been reviewed and updated.ÌýWe have also removed 1,000 premises from theÌýSuperfast delivery figures, whichÌýdidÌýnot form part of the contracted intervention area or overspill delivery.ÌýÌýÌý

  • GIS:ÌýA further 4,920 premises have now been included in the Gigabit Infrastructure Subsidy (GIS) delivery figures previously reported in BDUK delivery performance, quarterly April to Sept 2025, as part of the standard process of incorporating newly submittedÌýand updated delivery dataÌýand processed delivery dataÌýfrom suppliers.ÌýÌý

This, together with minor adjustments to the delivery figures for Vouchers (70) and Hubs (20), resultsÌýin a net increase of 10,580 premises passed between Before 1 April 2021 and 30 September 2025 as reported in BDUK delivery performance, quarterly: April 2025 to Sept 2025.Ìý

Methodological improvements

BDUK updates its historical time series with each release. This is because BDUK works closely with suppliers to improve the quality of their reporting; when improvements are made, we may receive revised information that alters the original delivery date of a premises or corrects the number of premises passed. This has resulted inÌýchanges to historical data, with movement between interventions and delivery periods.ÌýÌýÌý

Known issues

BDUK is currently working onÌýa methodologyÌýto improve the identification of Unique Property Reference Numbers (UPRNs) for addresses which currently do not have an associated one; this will improve the accuracy of our countingÌýmethodology. BDUK is also investigating itsÌývouchers’Ìýdata quality.
