Student loans in England: financial year 2025-26

This publication provides statistics on loan outlays, repayments of loans and borrower activity for English domiciled students studying in higher education (HE) and further education (FE) in the United Kingdom (UK) and European Union (EU) students studying in England.

The figures cover Income Contingent Loans (ICR), which were introduced in 1998/99, for financial years up to and including 2025-26.

  1. Table 3A (i) Higher Education - England & EU: Number of ICR Student Loans borrowers (000s) An error was found in the ‘Future cohorts’ calculation on row 42. This figure has reduced from 1,723.8 to 1,256.1. This change has impacted the total row for ‘All ICR Borrowers, including future cohorts’, where denoted. Table 3A (ii) Higher Education - English & EU: Percentage of ICR Student Loans borrowers (%) The %’s for the ‘All ICR Borrowers including future cohorts’ on row 83, derived from Table 3A (i) have been amended accordingly. Table 3A (iii) Further Education - England & EU: Number of ICR Student Loans borrowers (000s) An error was found in the ‘Future cohorts’ calculation on row 26. This figure has reduced from 65.7 to 16.2. This change has impacted the total row for ‘All ICR Borrowers, including future cohorts’, where denoted. Table 3A (iv) Further Education - England & EU: Percentage of ICR Student Loans borrowers (%) The %’s for the ‘All ICR Borrowers including future cohorts’ on row 51, derived from Table 3A (iii) have been amended accordingly. Table 3B (i) Higher Education - EU: Number of ICR Tuition Fee Loan borrowers (000s) An error was found in the ‘Future cohorts’ calculation on row 35. This figure has increased from 4.5 to 7.9. This change has impacted the total row for ‘All ICR Borrowers, including future cohorts’, where denoted. Table 3B (ii) Higher Education - EU: Percentage of ICR Tuition Fee Loan borrowers (%) The %’s for the ‘All ICR Borrowers including future cohorts’ on row 69 derived from Table 3B (i) have been amended accordingly.
