There has been a step change in congestion statistics due to changes in the underlying vehicle sample for the local ‘A’ roads data from April 2025. It is therefore not possible to compare this new data over a longerÌýtime period. The change in the sample is not consistent across the country. The areas with the largest changes in sample have shown the largest changes in average speed and delay.ÌýÌý

On the Strategic Road Network (SRN)ÌýforÌýtheÌýyear endingÌýDecemberÌý2025, the average delay is estimated to beÌý11.0Ìýseconds per vehicle per mile (spvpm), compared to free flow, aÌý6.0%ÌýdecreaseÌýonÌýyearÌýendingÌýDecemberÌý2024.Ìý
The average speedÌýis estimated to beÌý56.6ÌýmphÌýfor the year endingÌýDecemberÌý2025,ÌýupÌý1.3%ÌýfromÌýDecemberÌý2024.Ìý
On local ‘A’ roadsÌýforÌýthe year endingÌýDecemberÌý2025, the average delay is estimated to beÌý41.5Ìýseconds per vehicle per mile (spvpm) compared to free flow.ÌýÌý
