Poultry Biosecurity Review funding: guidance for poultry keepers and vets
Poultry keepers can get funding for 3 biosecurity reviews at each of their sites. Each site must hold a minimum number of chickens, ducks, geese or turkeys.

How the scheme worksÌý
TheÌýPoultry Biosecurity Review (PBR) schemeÌýforms part of the Animal Health and Welfare Pathway.Ìý
Animal health and welfare reviewÌýfunding is alsoÌýavailableÌýforÌýcattle,ÌýpigÌýand sheep farmers.
If you’re a poultry keeper, these are the steps you need to take:
1. Apply for an agreement
Use this guidance to check that you can apply for a PBR agreement.
Each single business identifier (SBI) will have one agreement, which can include:
- any eligible species
- ³¾³Ü±ô³Ù¾±±è±ô±ðÌý±è´Ç³Ü±ô³Ù°ù²âÌý²õ¾±³Ù±ð²õÌý
You should read theÌýterms and conditionsÌýbefore you apply.Ìý
Applications close onÌý30 September 2028.
2. ArrangeÌýaÌýbiosecurityÌýreviewÌýwith a vet
You can onlyÌýarrangeÌýa reviewÌýwhenÌýyourÌýPBRÌýagreement is in place.Ìý
YouÌýcan choose the vetÌýyouÌýuse.ÌýIfÌýyou’reÌýa poultry keeper whoÌýis aÌývet, youÌýcannot carry outÌýyourÌýown reviews.Ìý
Reviews must be completed by 31 December 2028.
3. ClaimÌýfunding
YouÌýcan claim £430 for each review.
TheÌývetÌýneeds toÌýfill inÌýaÌýPBRÌývet summary sheetÌýbefore you can make a claim.ÌýYou’llÌýbe asked to provideÌýtheÌýinformationÌýfrom the summaryÌýwhenÌýclaiming.Ìý
FundingÌýisÌýavailableÌýuntilÌýtheÌýschemeÌýcloses on 31 March 2029.Ìý
Who can applyÌý
You’reÌýeligible for funded biosecurity reviews ifÌýyouÌýkeepÌýanyÌýof the following:Ìý

Species numbers cannot be combined, for example 200 ducks and 300 turkeys.Ìý

your business has an SBI linked to county parish holding (CPH) numbersÌýregistered in England

your poultry site is registered in England
How many claims youÌýcanÌýmakeÌý
YouÌýcan organiseÌýreviewsÌýforÌýany ofÌýyourÌýsitesÌýwhenÌýyou haveÌýaÌýPBR agreement in place. Each site mustÌýbe in a separateÌýCPH.Ìý
You can arrangeÌýanotherÌýreviewÌýforÌýaÌýsiteÌýifÌýa minimum of 10 monthsÌýhas passedÌýsince theÌýsite wasÌýlast reviewed.
You can claim for aÌýmaximum of 3 reviewsÌýonÌýeach site.Ìý£430 can be claimed for each review.Ìý
All reviews must be completed by 31 December 2028.Ìý

Once you have an agreement in place, £430 can be claimed for each review.
You’llÌýneed your Rural Payments service customer reference number (CRN) and password to sign in.
WhatÌýaÌývet needsÌýto doÌýon a reviewÌý
AÌýreview is complete when the vet has:Ìý

downloaded and filled inÌýa PBRÌývet summary sheet

writtenÌýa report of the assessment and recommended actionsÌý
The poultry keeper must be responsible forÌýthe welfare ofÌýtheÌýbirds when the vet does a review.
A review can take place even if the site is empty.Ìý
Before a biosecurity assessmentÌý
When planning a visit, the vet should take into account any relevant avian influenza prevention zones (AIPZs) or disease control zones.

AfterÌýthe vet has assessed the site,Ìýthey need toÌýgiveÌýthe poultry keeperÌý2ÌýseparateÌýdocuments:
1. AÌýPBRÌývet summary,ÌýusingÌýtheÌýsheet provided
The vet must download and fill inÌýaÌýPBRÌývet summary sheet.Ìý
The details given in the vet’s summary will be used to make a claim.ÌýA claimÌýmayÌýnot be successful ifÌýinformationÌýisÌýmissingÌýorÌýthe form has beenÌýincorrectly filled in.Ìý
The Rural Payments AgencyÌý(RPA)Ìýmay askÌýto be sentÌýtheÌývet summary when processing a claim.Ìý
2. A written report
The vet must also give the poultry keeper aÌýwritten reportÌýofÌýtheirÌýassessment, which includesÌýanyÌýrecommended actions.
The Department for Environment, Food & Rural Affairs (Defra) andÌýtheÌýRPA will not ask to see theÌýwrittenÌýreport.
