The applicant must be established in the UK and meet the following conditions.
- have no history of serious non-compliance
- maintain adequate records
- have an Economic Operators Registration Identification (EORI) number EORI scheme and how to apply for an EORI
- be financially solvent
- prove economic need for the authorisation
