Using an EORI number from an EU country for goods moving in and out of Northern Ireland
Find out how to use an EORI number from an EU country to move goods in and out of Northern Ireland if you’re a business established in the EU.
If your business is established in an EU country, you must use an EORI number from an EU country to move goods in and out of Northern Ireland. You must register with the customs authority in that country to get one.

- fullÌýimport and exportÌýdeclarations in the Customs Declaration Service (CDS)
- goods movements using the Goods Vehicle Movement Service (GVMS) Ìý

Get your EORI number from an EU countryÌý
You will not be able to move goods using your EORI number from an EU country until you completeÌýthe followingÌýsteps.Ìý
To register and subscribe your EORI number from an EU country to the Customs Declaration ServiceÌýyou’llÌýneed to:Ìý

Register with the customs authority in the EUÌýcountry you are established in to get your EORI number (if you do not already have one)Ìý—Ìý.Ìý

Register for a newÌýaccount using HMRC online servicesÌý— Ìýthis will be linked to your EORI number from an EU country. Ìý

Subscribe to the Customs Declaration Service ·É¾±³Ù³ó y´Ç³Ü°ù EORI number from an EU country before you can makeÌýfull import or exportÌýdeclarations —Ìýyou’ll automatically get a cash account.Ìý
Even ifÌýyou have an existing accountÌýwith HMRC online services, you still need to set up a new account with yourÌýEORI number from an EU countryÌýso you can then subscribe to the Customs Declaration Service. Ìý
When you shouldÌýstillÌýuse your EORI number starting GBÌý
You should continue to use your EORI number starting GB if you:Ìý

use the Trader Support Service (TSS) for movements in and out of Northern IrelandÌý

submit supplementary declarations after simplified declarations have been made with your EORI number starting GB, if your EORI numberÌýfrom an EU countryÌýwas not active when the movement began

are moving goods using the UK Internal Market Scheme (UKIMS) —ÌýreadÌýthe sectionÌý‘If you are authorised under the UK Internal MarketÌýScheme’

useÌýpostponed VATÌýaccounting (PVA)Ìý—Ìýread the sectionÌý‘if you are VAT registered in the UK’Ìý

If you already have a duty deferment account, youÌýneed to:Ìý

Link your duty deferment account forÌýmoving goodsÌýin and out of Northern Ireland to yourÌýnewÌýEORI number from an EU country.ÌýÌý

When you do not needÌýaÌýduty deferment accountÌý
You do not needÌýyour own duty deferment account if:Ìý
- a customs agent usesÌýtheirÌýdutyÌýdeferment account on your behalfÌýÌý
- you useÌýaÌýTrader Support Service duty deferment accountÌý
If you want to useÌýaÌýmultiÌýmemberÌýstate authorisationÌý
If you getÌýapprovalÌýfromÌýan EU customs authority to use a customs authorisation in NorthernÌýIrelandÌý(this isÌýmulti member state authorisation),ÌýyouÌýcan useÌýthisÌýauthorisationÌýwithÌýyour EORIÌý²Ô³Ü³¾²ú±ð°ù from an EU countryÌýto makeÌýfull import and exportÌýdeclarationsÌýin Northern Ireland.Ìý
YouÌýneed to contactÌýcustomsauthorisations@hmrc.gov.ukÌýifÌýyouÌýare going to use this authorisation.
If  you’re using an approval from an EUÌýcustomsÌýauthority to use aÌýcustomsÌýauthorisation or a duty deferment account in Northern Ireland, you will also need aÌýCustomsÌýComprehensiveÌýGuaranteeÌý(CCG) authorisation from the UK.
You cannot use a Customs Comprehensive Guarantee authorisation for Northern Ireland if it hasÌýalreadyÌýbeen set up in an EUÌýmember state.Ìý
Transferring or applying for aÌýgoodsÌýlicenceÌý
If you’re using the Trader Support Service or using the UK Internal Market Scheme the following does not apply.
You’llÌýneed to contact the department that issued the licence to either:ÌýÌý

transfer your current licence from your EORIÌý²Ô³Ü³¾²ú±ð°ù starting GBÌýto your EORI numberÌýfrom an EU countryÌý

apply for a new licence using your EORI numberÌýfrom an EU countryÌýif you need to keep the licence linked to your EORIÌý²Ô³Ü³¾²ú±ð°ù starting GBÌý
Before youÌýsubmitÌýa full import or export declaration:ÌýÌý

allow enough time to update your licence details with your EORIÌý²Ô³Ü³¾²ú±ð°ù from an EU countryÌýorÌýwhen applying for a new licenceÌý

make sure your licence is associated with the EORI number being used on your declaration to avoid a rejectionÌý

You should use your EORI number from an EU country when you make a full import declaration (including supplementary declarations) in the Customs Declaration Service for goods entering Northern Ireland.  Ìý
You’llÌýneed to enter your EORI number from an EU countryÌýinto:Ìý
- data element 3/16 (importer identification number)Ìý
- data elementÌý3/18 (declarant identification number)Ìý
IfÌýyou’reÌýsending a supplementary declaration after a simplified declaration was made with your EORI number starting GB, check if your EORIÌý²Ô³Ü³¾²ú±ð°ù from an EU countryÌýwas active when the goods started moving.Ìý
±õ´ÚÌý²â´Ç³Ü°ùÌýEORI number from an EU country was active you can use it.ÌýÌý
If it was not active,Ìýyou mustÌýuseÌýyour EORI number starting GB.
If you are using the UK Internal Market Scheme (UKIMS)Ìý
If you have UKIMS, you must use your EORI number starting GB associated with your UKIMS authorisation.
If you have UKIMS authorisation, use the EORI number associated with your UKIMS authorisation in field 3/16 (Importer Identification Number).ÌýÌý
You can thenÌýmove ‘not at risk’ goodsÌýfrom GreatÌýBritainÌý(England,ÌýScotlandÌýand Wales)Ìýinto NorthernÌýIrelandÌýand benefit from the simplified processes UKIMS offers.ÌýÌý

IfÌýyou areÌýusing a customs representative forÌýpostponed VAT accounting, they’llÌýenter your EORIÌý²Ô³Ü³¾²ú±ð°ù starting GBÌýin field 3/16 (importer identification number) and your UK VAT number in 3/40 (additionalÌýfiscal references identification number).Ìý
IfÌýyou use the Goods Vehicle Movement Service
This does not apply to using theÌýUKÌýInternal Market Movements (UKIMS)Ìýentry inÌýdeclarant’sÌýrecordsÌýmovements.
Before you use GVMS
Before you can use your EORI number from an EU countryÌýin the Goods Vehicle Movement Service for entry in declarant’s records movements you will need to: Ìý

Sign in with this EORI number.   Ìý

Make sure there’s a valid Entry in Declarant’s Records (EIDR) authorisation linked to yourÌýEORI number from an EU country. Ìý

Subscribe to the Customs Declaration Service with your valid EIDR authorisation linked to yourÌýEORI number from an EU country.  Ìý
Once you sign in to GVMS
Once you have signed in to the Goods Vehicle Movement Service, to create a goods movement reference using a valid EIDR authorisation, you need to: Ìý

Enter your EORI number from an EU country in the goods movement reference.Ìý

Make sure that any third party (such as a haulier or agent, who creates goods movement references on your behalf) enters yourÌýEORI number from an EU country.Ìý
Sending or receiving business to businessÌýparcelsÌý
When you send or receive business to business parcels by express operators or couriers, make sure you give them the correct EORI number to move goods for you. For example, if you are moving goodsÌýinto or out of:Ìý
- Northern IrelandÌý—Ìýuse your EORI number starting with XI
- Great BritainÌý— useÌýyour EORI number starting with GB
- the EUÌý— useÌýyour EORI number from an EU country
For goods authorised under UKIMSÌý
For goods authorised under UKIMS,Ìýread the section ‘If you are using the UK Internal Market Scheme (UKIMS)’,Ìýor give us your EORIÌý²Ô³Ü³¾²ú±ð°ù from an EU country.Ìý
If you use your ownÌýduty deferment accountÌýÌý
If you wish to use your ownÌýdutyÌýdefermentÌýaccount, you need to shareÌýthoseÌýdetails with your express operator.Ìý
Using a declaration unique consignment reference (DUCR)
EORI numbers from an EU country canÌýbeÌýbetween 3 and 17 characters long. For example, an EORIÌý²Ô³Ü³¾²ú±ð°ù fromÌýFranceÌýmight be FR1234567. You’llÌýneedÌýyour EORI number from an EU countryÌýto create your DUCR.Ìý
For HMRC purposes the EORI part of the number mustÌýadd up to 12 digits. SoÌýyou will need to add enough zeros to the end ofÌýthe EORI part of the number to make it 12 digits and then add yourÌýunique reference.ÌýÌý
For example, 6FR123456700054321.
If your EORIÌý²Ô³Ü³¾²ú±ð°ù fromÌýaÌýEU countryÌýis longer than 12 digits use only the first 12 characters in the EORI part of the number.Ìý
Your DUCR must be unique for eachÌýconsignment.Ìý
Managing or cancelling EORI  numbers Ìý
You can  if you no longer need it.Ìý
You’llÌýneed to sign in. If you do not already have sign in details,Ìýyou’llÌýbe able to create them. Ìý
If you ask for your EORI number that starts with GB to be cancelled, your EORI number that starts with XI will also be cancelled.
