The Driver and Vehicle Standards Agency (DVSA) wants your views on possible changes to moped and motorcycle training, testing and licensing.

The possible changes will affect driving licence categories for:

  • mopeds (AM)
  • motorcycles (A1, A2, and A)

We want to make these changes to improve road safety and simplify people’s access to motorcycling.

We’re asking for your views on whether we should:

  • restrict learner riders to automatic machines if they complete compulsory basic training (CBT) on one

  • introduce a theory test that has to be taken before (or as part of) the CBT course

  • introduce a progressive access training course for riders to upgrade their licence

  • update the CBT ܲ

  • change the way motorcycle instructors qualify 

  • change how long CBT certificates are valid for

  • develop a digital service to manage the administration of CBT courses
