Sea passenger statistics: overview 2025

About this release

This statistical release presents final statisticsÌýofÌýsea passengers on both international and domestic routes to and from the UK for 2025.

These statistics include all vehicle drivers (including Heavy Goods Vehicle drivers), their passengers and foot passengers on ferries.

You can use ourÌýÌýto further explore international sea passenger trends.

¶Ù±ð´Ú¾±²Ô¾±³Ù¾±´Ç²Ô²õÌý

This statistical release presents the complete statistics on all sea passengers to and from the UK in 2025. It includes (infographic 1):ÌýÌý

International passengers: These include all passengers travelling on international short sea routes,ÌýcruisesÌýand long sea journeys to and from the UK.Ìý

Domestic passengers: All other short sea passenger routes, including routes between Great Britain and the Orkney and Shetland Islands, domestic cruises, domestic riverÌýcrossingsÌýand inter-island routes.

After the sharp decrease from 2019 to 2021Ìýdue to the coronavirus pandemic,ÌýtotalÌýsea passengerÌýfiguresÌýrecovered sharply initiallyÌýbut this increaseÌýhasÌýslowedÌýyear on year.ÌýInÌý2025,ÌýnumbersÌýfor international and domestic sea passengers remained respectivelyÌý12% andÌý7% below 2019Ìýlevels.

°Â¾±³Ù³ó¾±²ÔÌýinternational passengers in 2025, the total number of short sea passengers (on ferry routes) decreased by 2% toÌý14.9 million,Ìýsuggesting a levelling of the trend at 19%Ìýbelow 2019 levels.ÌýInternational cruise passenger numbers followed a different trend, recovering strongly since the coronavirus pandemic and exceeding 2019 levels in 2023. In 2025,ÌýtheyÌýremainedÌýstable at 3.1 millionÌý(chart 2),Ìýunchanged from 2024, but 51% higher thanÌý2019 levels.

ForÌýdomestic passengersÌýin 2025:Ìý

  • the total number of passengers on domestic sea crossingsÌýdecreased by 2%, from 3.8 million in 2024 to 3.7 million in 2025, but remained 8% higher than in 2019

  • the number of inter-islandÌýpassengersÌýincreased by 1% compared with 2024, butÌýremainedÌý12%ÌýlowerÌýthan in 2019ÌýÌý

  • the number ofÌýpassengers on river ferriesÌýincreasedÌý4% comparedÌýwith 2024, but remained 4% lower than in 2019
